Political opposition to the logging of old growth forests under the salvage rider and concerns about taxpayer subsidies of forest road construction and what the loss of remaining intact forest ecosystems meant to watersheds, wildlife and other economic activities led President Clinton to inact a ban on further road construction in inventoried roadless areas of US national forests on January 5, 2001. The Bush administration reopened this rule. In this photograph, Frances Eatherington examines the circumference of an old-growth tree logged at the Yellow Creek salvage rider sale. The salvage rider was originally enacted on July 27, 1995 and allowed old-growth sales made under section 318 of the 1990 Interior Appropiations Act to go forward without regard to Spotted Owl habitat and without administrative review or appeals.
