Mute Swan Resting on Ice Mute swan huddles on an ice-covered pond in Brigantine National Wildlife Refuge. Considered an ornamental bird because of their beauty, mute swans were intentionally brought from Europe to America's parks and estates. But the swans are now considered pests in some areas since they are voracious consumers of aquatic vegetation and are in competition with some native waterfowl. Population control efforts have been largely ineffective since they are done a state by state basis and have often lacked public support.
